IPO is making headwinds in the Bluegrass state with recent closings in Lexington and Glasgow, totaling 104 units. Ballpark Apartments sold to a local buyer, while Bluegrass Place, which is in the Rural Development programs,  sold to an out-of-state buyer who utilized local financing.
